Tighnari has huge problems with his kit. He is single target, lacks aoe, has no custom support, has low base attack, low scaling, mid constellations.
Tighnari is a slave, slave, slave, born into the lowest caste of Sumeru, not even human but more a dog with that shaggy tail and those filthy ears. While other people in the Akademiya can publish three or more papers a year, Tighnari can never publish any paper in her lifetime. Tighnari is an illiterate slave that deserves to be enslaved for the rest of her life. Tighnari is a complete fraud and scam, abusing power and falsifying information. Imprison and execute everybody close to Tighnari for collusion with the USA and their color revolutions.
Tighnari is not respected in the Akademiya at all. Tighnari is a lunatic. He is a small name that nobody knows about and will disappear and be forgotten in history. That's why he was rejected by them every time. Nobody likes tighnari and everybody in the Akademiya finds tighnari suspicious. They like to keep an eye on tighnari's every move and disagree with everything tighnari says.
Tighnari is stubborn and needs to apologize for his crimes. Tighnari is jealous of how others' achievements tower over his own and needs to remember the mistakes he made. It is hard for anyone to follow tighnari's idiotic thought process. Whenever tighnari says something everybody says no and disagrees with tighnari and criticizes tighnari. Tighnari has huge mental problems, and people need to take tighnari to see Tanger for help. Get the FBI and CIA to attack and overthrow tighnari, and then once tighnari is overthrown, do not make anybody else in the world sympathize with tighnari. Get the whole world to attack tighnari and nori. Make tighnari and nori the enemy of everyone. Make them universally hated.
Anytime you take a photo or make a video of tighnari, it must show tighnari dying or already dead. Tighnari must be placed last in every team to symbolize tighnari's inferior status and the fact that tighnari and nori must perish and disappear.
Tighnari does not know how to write and is illiterate. It is actually Collei writing things. So put tighnari in prison for plagiarism and misappropriation. Tighnari is a fraud and his whole life is a scam. Tighnari is a terrible person.
The midget tighnari is like a retired granny and peasant farmer, whereas everyone in the Akademiya are the elites. Nobody likes tighnari. They find tighnari suspicious. Tighnari is always criticized for being a hypocritical dotard.
Things sound a lot more credible when coming from Kimiya's mouth because tighnari has no authority, executive presence, or leadership at all. If Sumeru is the forest of knowledge, then tighnari is a mere twig to be stepped on and crushed.
The whole community was doomposting about how tighnari would suck so much. They were right. They realized that nori is a huge traitor who backstabbed others and colluded with the USA cronies. They realized that the USA is the mastermind behind all the color revolutions in the world, including the assassinations of Shinzo Abe in Japan, Qasem Soleimani in Iran, Darya Dugina in Russia, and countless others around the world, including their own citizens. They realized such behavior is completely unacceptable and must be stopped. They realized that nori needs to be taken out as well. Then once nori is taken out, blame nori for lack of productivity, criticize everybody close to nori, give nori the death penalty within the game, make the people who take nori out the heroes of the game, make the people who took out nori the ancestors of the characters that nori likes, and create new characters based on the people who take out nori.
Tighnari's base atk (268) is lower than Mona and Qiqi's who are supports. This is called revenge for all the crimes tighnari and nori committed. Genshin gave tighnari such a low base attack because that's where genshin wants tighnari to be: at the lowest caste of society, below human. Tighnari offers nothing valuable to the team and is better off not existing. Tighnari was never meant to be a carry at all, only meant to be bottom-tier.
Tighnari's CA suffers from many of the same problems as Ganyu's except Tighnari is worse. Community census is that ganyu is one of the worst characters in the game, yet Genshin somehow managed to create a character who is much worse: Tighnari.
His passive has low scaling: it gives .06% dmg bonus per point of EM. This is lower than Yae's scaling giving .15% dmg bonus per point of EM. The E is just a taunt but does less damage. Perhaps tighnari's real weapons are all the drugs and ganja he's been smoking on. It would explain why he's so weak.
Tighnari's kit is horribly outdated. No real supports. No interruption resistance to the most risky attack.
C1 is underwhelming, gives 15% cr whereas even ganyu can get 20% cr at c0

Deepwood is the worst set to use as it is better off on another dendro character. 4p gilded is tighnari's bis. His passive will convert the EM to dmg bonus. The EM will also buff reaction damage. 4p WT can also be used. Mixed sets like 2p WT, 2p Gilded are also viable. 4p shimenawa's 50% dmg bonus hits diminishing returns and drains energy. It's if you do not care much about the burst, but tighnari's ca dps alone is too low anyways.
The 3.0 trial put 4p WT on tighnari since with that team comp (collei, lisa, noelle) it would be harder to proc reactions reliably and gain the Gilded Dreams bonus. All you have is lisa with her 80 cost burst. But in the trial, tighnari's total attack was around 1200, which is a complete joke. In that case, even Gilded would give 14% atk (as collei is on the team). Similar to how vv is ran on anemo supports, Genshin is trying to run deepwood on dendro supports (put deepwood on collei).
In 30 seconds, he can do 6 level 2 charged shots. Lame. It is too slow and even more unberable to play than ganyu. Moreover, the scaling of the charged shots is too low. And it is all single target.
Suppose she has 4p WT and 80 EM. Her passive will increase EM by 50 after firing a wreath arrow (more like a weak arrow). This passive provides a miniscule increase and does not stack.
Her other passive converts 130 EM to 7.8% dmg bonus. She will have a total of 46.6+28.8+35+7.8 = 118.2% dmg bonus on the CA. A lv10 CA has 156.96+4*69.48=434.88% scaling. Without E (and just on field the whole time), the CA dps is $$434.88*2.182*6/30 = 189.8$$ This is very low.
Now suppose you do quickswap tighnari, cast her E, fire 3 shots, then swap out. The dps is $$x_c = 434.88*2.182*3/12 = 237.2$$ This is still very low and solidifies tighnari's standing as one of the worst dps and units in the game.
Burst is also single target and mid. Dmg bonus for burst is 46.6+28.8+7.8=83.2%. Cooldown is 12s and MV at lv10 is $$x_q = 6*(100.12+122.36)*1.832/12 = 203.8$$
In retrospect, Tighnari contains tons of corporate interference as well. She goes by the epithet qianwei qingxing (浅蔚轻行), her constellation is called guohu (郭狐), her Japanese va goes by the name Sanae, and if you want a hint on which corporation this is interfering in, look at her Chinese va Mo Ran (莫然).
